8v Delta Integrale Headgasket?

So last month I bought a 8v Delta Integrale with 54k genuine miles on it. It hasn't run for around 12 years. The shell was solid enough, just the usual problems around the front wings and a small section in the boot floor that needs replaced. I have started the welding and am happy with the progress.
The car was is 99% complete with most of the trim and interior in boxes. But the engine air hoses / coolant hoses / breather hoses / vacuum hoses were all off. I think I have managed to get the engine running by piecing together drawings and good images of people engine bay, however this is where the 'fun' started.
The car struggles to start, and when it finally does it billows white smoke out of the exhaust, and I have noticed a hint of blue too. I played around with the TPS and the starting is better but still not right. I have a 'creamy' substance around the oil cap but the oil look completely fine. I am leaning towards a headgasket change here, but just wanted to make sure its
not something else before I go through all that trouble. Ill be doing a compression test after work tonight to see what I get. I have LanciaTrek hooked up and it is saying all the sensors are 'OK' but im not sure how reliable that is?
What else can I check here before I take this head off?
