Poor interior heating

I recently bought a 94 2000 turbo with the automatic heating/cooling system but this seems to give out very little heat. What should I do to check whether the system is functioning properly?
Any advice would be appreciated

I am experiencing the same problem with a Dedra 2.0 16V. The water temperature is always very low... about 55C.
What can I do about it?
