High Tickover

Can anyone point the waty to a problem I have on my 96 Dedra 2.0ie
Ater running for some time the car ticksover at 1500 rpm when idling. If you stop the engine the tickover returns to 800 when re started. It only happens after you have driven some distance at a constant speed if you are stop starting in town its ok. It has been into the dealer to resolve this but they cant find out what it is?
Any pointers.

my dedra had the same problem.believe or not but it works great after adjusting the idle speed!!!
