Dedra fuel instrument

I have a problem with fuel instrument of my Dedra 1.8 ie.('93).
It sign about 5 litres of gasoline(1-step over zero) but the tank is empty. I've replaced the floating mechanism into the tank but the problem is the same.
The lamp became on when the fuel is about 1/2 or 1/4 .It may be the dashboard bad?
Someone has a solution or a suggestion?
