Hello William,
I thought that this was "rich-kid indulging himself" rather than a serious project. That web site is painfully slow. The German style registraion mark seems bizarre. Nice style though, but as Christian Hrablek says it is far from a running prototype.

www.italiaspeed.com has similar pictures but seems to be "down" at the moment.
