S1 Front brakes locking

Hi,
On my s1 Rallye 1,3S the front brakes lock up. It only unlocks when I release some pressure in the front circuit between the booster and callipers. If I block the booster vacuum hose (ie the booster is not working) it does not lock. Any ideas? The booster and master cylinder was rebuilt after the car stood for around 20 years, so I have no previous experience with the car before the rebuild. Can the master cylinder be responsible by not fully returning (pressure left in the system activating the booster) or should I focus on the booster?
