I don't know who you get your info from, but the Fulvia is NOT confirmed. There has been a lot of on-off speculation but at this time there are no plans to build it. That's it.
The Giugiaro-styled, Croma-based 'HPE' you mention was ditched at the 11th hour in 2005 and the two projects (new Delta, new Lybra) amalgamated into one car, inspired by the principles behind HPE - hence, the new C/D segment car due next year.

Just to clarify, Marchionne has set out the following:
2006
* Lancia version of the Sedici. Will almost certainly debut at Paris Show this year.
* Ypsilon facelift. Some styling changes, some new engines (1.4 8V in place of the 1.2 16V, 90bhp 1.3 Multijet). Another Paris debutant.
Olivier Francois has also said that we will see a concept version of the new C/D segment car in Paris as part of the centenary celebrations.
2007
* Musa facelift. Stylistically, will follow changes implemented in Ypsilon facelift.
* New C/D segment. 2700mm wheelbase - same as 159 and Croma, but shorter in length due to hatchback rear. Frankfurt debut, probably, for 2008 market release.
* Phedra model year update. Nothing significant, just a new 160bhp PSA diesel and some very minor styling changes (e.g. Idea or Stilo M.Y.06).
* Fiat presentations mention a Ypsilon Sport and supposedly dealers have been informed of such a car - engine will be the 150bhp 1.9 JTDm, as in the Geneva 2005 showcar.
* CC, probably to be built by Bertone. 20,000 units per year. Originally thought to be a folding roof version of the Fulvia, but it is now apparent that it will effectively be a Grande Punto CC with Lancia-ised front and rear. Doors will stay from the Fiat but all other panels will be changed. The reasoning is that unlike PSA or VAG, Fiat doesn't have a reputation in this segment and doesn't think it could make money on a Fiat-badged CC. Marketing it as a Lancia, though, means they can charge a premium and therefore turn a profit.
Fiat is also currently studying the possibility of a new Thema (effectively a Thesis replacement) but that is only a feasibility study at the moment. No green light has been given and certainly no design or engineering work is progressing on any such project. And that really is the whole of Lancia's plans for the next few years.
For the record - the CC is quite recent and certainly wasn't in the plans since 2003, back then it was a Fiat project. The last update I heard about the C/D segment car, about three or four months ago, was that styling was still being decided and that they were considering proposals from external studios, Giugiaro in particular was mentioned. Once again, nothing which was happening in 2003 is relevant to this car so I cannot imagine how your pictures are in any way accurate. Finally, the Ypsilon was always in the plans, I don't think anyone ever said otherwise.
