what is purpose of a stabiliser bar

Is it dangerous to drive with loose parts in the stabiliser bar mine rattle over road bumps dealer claims its not a serious problem.
Do you mean "anti-roll bar" - or what the Americans call a "sway bar"?
It is not easy to imagine what might rattle, unless the rubber bushes have disappeared completely.
In England (and France) at least, the car would fail its roadworthiness test with anti-roll bar bush problems.
The car will not handle properly with these faults; I would say that your "dealer" should go back to school.
