ABS brakes and turbo power

Hi all,
I have a series II 16 V turbo, and have following problems.
After seing that the topspeed only were 200, after a engine replacement. I deceided to install a manometer to verify the boost pressure(attached to the manifold). However the maximum is at 0.8 bar, when the overboost is activated. Above ~5000 rpm it falls to 0.5 bar. Can I just adjust the wastegate to get the proper pressure(0.8/1.0), or is a ECU probing nescesary?
Another problem, just arrived, is that when I start to brake(and can hear the switch), the brake lights go on...FINE... However when I brake harder, the lights go out and the check panel goes on..
Is it the ABS system that is failing(had once a full brake, without ABS working causing my tyres to go flatspot). Or is it a sensor failure, or air in the tubes???
Another question:
What is the level inside the ABS box for? depleting the tubes?
