I still think your engine is normal with good pressure at 4500 and very low at tick over. Is the pressure low at tick over from cold? If so then you do have a problem. I assume you have no odd noises ie a run main bearing or bigend - this would be obvious. Failing that do as I suggest and check the blow off has not "dried" open while you were having the engine rebuilt or perhaps just reassembled so that it doesnot seat properly. The other (and I am sure Huib will correct if am wrong!) is the little oil spout above the lover timing chain crank gear which if broken off (easy to do) does lead to some loss of oil pressure at low revs.

Best put a mechanical guage on and see actual pressure readings before worrying too much - in my experience all fulvias I have had are variable from c zero at tick over to 60% gauge reading (pressure releif valve working) at 4500. I can say this as I changed the filter base and PRV for a fanalone and I now have 70% gauge reading at 4500.

This is the way I used to do it in the past. Since then I have realized that it is really wrong procedure. The Fulvia was designed when Christmas tree like dashboards were not yet the fashion. Every instrument on the dashboard is there for good reason. It should have been checked before the engine was put in. It should not have been allowed to go wrong probably long before the engine went for overhaul.

The instrument is going to be there for the next decades. It should be checked and repaired if necessary.

If Giovanni has a paint gun he also has a pressure regulator. Many compressors have an extra output with pressure regulator. He just has to make the connection, mentally and physically. If he does not want to fiddle with a multimeter, he can leave the thing connected to the gauge and sit in the car observing the gauge when he turns the knob on the pressure regulator.

It is good practice to make sure that any part that goes onto an overhauled engine is within spec. This is also valid for the pressure sender, the water temp sender and the thermostat.

If the engine has just been rebuilt the oil pressure should be the full 6 bar at 2000 to 2200 rpm when hot.

Where this 6 bar is on the scale of your gauge depends on the sender. With a 0 - 6 bar sender, 6 bar will give a full scale reading. With a 7 bar sender it is at about 80%. With an 8 bar sender it is at about 60%.

A rough way of checking which sender you have is indeed to rev it a bit when cold. If cold the pressure will easily reach the 6 bar where the relief valve opens. This "max value" should be the same as the value it reaches at let's say 4500 rpm when hot.
