Flavia 1800 - Understanding valve specifications

I am seeking some advice regarding the official specifications for valve stem and valve guide clearances.

In the Flavia specification sheet for 815/330 series (01/0440) it says that the valve stem diameter for:
Intake = 7.972- 7.987
Exhaust = 8.960-8.975

I assume that the valve stem diameters are for NEW valves. I don't see anywhere the wear limit for the valve stems themselves.

Valve guide clearance between guide and stem for inlet at 0.100 and exhaust as 0.120.

My issue is that the clearance between the valve and the guide is well within specification but the valve stem diameters are all at or just below the lower specification what I have shown above. All other dimensions are correct and the valves were very clean and in good shape when I inspected them so I don't believe I had any blowby through the guides on the exhaust side at least.

In most cases the valve stems will not wear evenly along the stem of the valve. However the specification only shows one reading at the midpoint. Is this the reading to use?

So my question is "does it matter if the valve stem is a little below the published value as long as the guide to valve clearance is correct?" My gut says that I should be ok but would like some comments on this.
