Fulvia Sport Zagato headlights

Hello I am unsure of how the low/ high beam system works in my car.
In each housing there are 3 bulbs One is parking the other 2 are high/ low. There is a V shaped reflector that seems to work on high beam. The problem is that it is very wide and not deep so useless for most driving.
Are there wired incorrectly?
