It could be the case. Was it priced at 118 euros per piece + shipment? The one I saw was at this price and the seller claimed to have 8 pieces available. Try to go to ebay.de and put the search words "Radlagersatz ALFA ROMEO 164 Bj:87-98 HA ABS", the actual name of the item.
Depends on what the fiat dealer means with "hub". The bearing is indeed not separately sold, it does come with the part of the hub where there are the threaded holes for the wheel bolts. If you look at the picture of the item for sale on ebay, then you will see what I mean. Apparently, the dealer means the same, too. I can't tell you anything about the price, though, as I have never asked for a price at a dealership.
