Lancia Delta HPE HELP!!

Hello, i own a lancia delta HPE 16v turbo,after destroying the engine a while ago i installed a new used engine in place...when the car first started after the swap it sudenly was smoking ( burning oil, blue smoke ) out the tail pipe, being told that it's the piston rings so i re-built the engine , new piston rings, valve guides ect... but the smoke remains...told that the original turbo ( T3 ) is blown so i replaced it with a ( T3/T4 ) but the smoke remains!...so i took the car to another mechanic, he said that there's a minor shaft play in the turbo...but i run 1 bar of boost, and still can hold 1 bar, no turbo noise or weird sounds.. so a blown turbo can still run perfectly?!?! i don't want to spend money for nothing so im seeking online help to figure it up...i was reading that a bad PCV can cause white-blue smoke out the tail-pipe... could it be my PCV?... i can not locate it in my car, i'll appreciate any help, thank you..
